Health Tourism and Turkey

The tourism
sector is one of the fastest growing sectors as a result of
dynamics such as the globalisation process, problems which
are being experienced in the country's health care systems
(for example, long waiting lists, increasing costs, and
quality problems), increasing trend of consumerism, and
European Union.
Tourism sector,
generally speaking, is a concept including both treatment
and holiday components. In terms of having been these two
dimensions, Turkey has a unique position. However, it can not
be stated that Turkey has succesfully used its incomparable position
so far.

►Health
Care Reforms
in Turkey
20 April 2006
Reconstruction
of health care system has been on the agenda in Turkey since
the
early 1990s with the objective of equity; the current
government (59th Government) has also tried to
continue this reform process, entitled “Health Transformation
Programme” (December 2003),
and "Social Security Reforms"
by aiming at the establishment of a universal health insurance
programme, in order to provide more equitable access to health
care for all citizens.
The General Health
Insurance Law was enacted by the Grand National
Assembly of Turkey (Turkiye Buyuk Millet Meclisi-TBMM) on 19
April 2006 and will enter into force on 1 January 2007.

►Marketisation in the health sector
19 March 2006
Recently, one of the
important issues that has found a place in the Turkish health
policy agenda is marketisation in the health sector. Recep
Tayyip Erdoğan, The Prime Minister, has claimed that the
health sector should be more marketised in Turkey.
The health field is
one of the main areas in which the market failures are
experienced intrinsically. Consequently, the marketisation
tendency may bring about serious problems. Other than that,
health has already been marketised in Turkey. Beyond that, it
means the transfer of ownership at the supply side, and mainly
rely upon out-of-pocket payments at the demand side.

►Importation of Physician
19 March 2006
The Turkish Prime
Minister, Recep Tayyip Erdoğan, has declared that the
government is
preparing to implement policies which would open the way for
importing healthcare professionals from other countries in order
to meet the shortfall in Turkey. This statement met with
opposition from various organisations especially from the Turkish Medical
Association.
However, there is a
need to base arguments of both of the sides on concrete
grounds in today's political context. Unfortunately neither of
the sides has addressed the issue taking Turkey's European
Union perspective into consideration, although the issue is
closely related to the free movement of health professionals
among the EU countries.
By inspiring from
this agenda, we want to take attention to the European Union
and the free movement of health professionals. Although the
discussions on the issue of physician importation have not
come to the agenda as the European Union axis, the subject is
directly related to the free movement of persons in the EU.
For that reason, we believe that the issue should be discussed
in the EU context.
